Item 4: Minister Fudge presented proposed Amendment IV to the 1947 Magical Polity Statute. Opened for discussion.

A. Bones, DMLE, voiced tentative support; questioned approval process for individual polity enforcement plans.

C. Bagshot, representing Godric’s Hollow, opposed, citing potential 1692 Statute violations. Argued for strengthening of MfM authority in wizarding communities, increased autonomy in non-wizarding areas.

L. Diggory, representing Ottery St. Catchpole, noted importance of increased local authority due to slow MfM response in recent ‘card shop’ incident. Noted Statute violations of chief concern, frequent enough in magical polities that increase in local authority essential to enforcement.

C. Bagshot cited necessity of MfM protection for historical sites. Seconded by P. Longbottom, G. Crabbe. Discussion of continued MfM support for Godric’s Hollow. Cf. War. A. Dumbledore proposed independent council for protection of Godric’s Hollow, headed by local authorities and released from DMLE protection. Expressed overall support for Amendment but requested continue [sic.] discussion.

D. Umbridge expressed initial disapproval, mentioned exclusion of Azkaban Island from listed polities. C. Fudge concurred, proposed inclusion of Azkaban Island as listed polity to grant increased autonomy for traditional Azkaban guards. D. Umbridge expressed tentative approval pending inclusion of Azkaban Island, citing necessity of upholding protection of Azkaban Prison.

D. Honeydukes, representing Hogsmeade Village, questioned inclusion of Hogwarts School under Hogsmeade Polity. C. Fudge responded affirmatively, noting special exceptions and authorities granted to Hogwarts and Hogsmeade Village. Honeyduke questioned CW Dumbledore directly as to wisdom of accommodation; Dumbledore expressed approval, citing historical autonomy granted by 17.b. and necessity for maintaining, if not increasing, Hogwarts autonomy.

W. Macnair, citing presence of Stonehenge as preserved magical site, proposed addition of county Wiltshire to listed polities. General approval.

P. Goyle expressed approval granted continued MfM authority over Malta.

D. Shacklebolt expressed support for inclusion of the Gambia, Gabon, and Sierra Leone and expressed enthusiasm ‘long overdue’ grant of independence to West African nations. D. Umbridge expressed concern re: threat of potential political uprising and resultant domestic concern. Fudge clarified, emphasizing autonomy, not independence, for African polities.

CW Dumbledore called vote. 33/12, in favour. Amendment passes pending addition of Azkaban Island, County Wiltshire. MfM office announces updated draft to be presented for approval next session.
